INFORMATION SESSION

I joined the Information Session for the Master of Science ( Finace ) this evening. It's a refreshing session for me. After graduated from UST, i put my textbooks in the self for display only. Now, I am thinking about study again. This time, i know my motivation & intention for the study.

Finally, they got my application

How long it take to procede a application document from one office to another office? The answer is 1 month ( already under my pressure ). I just cannot imagine how efficient their office will be? Exactly they took 2 weeks in one office and then filed the document and then moved to another office. And the document was just sitting there for another 2 weeks. ( I think it might just in front of the lady's desk. ) After the long process, calling them, e-mail them, and sincerely remind them....they finally got my file and put it to the desk of the admission director. ( another 2 weeks to review, another 2 weeks to inform me....?? ) I understand why the successful rate is 65 out of 1500....it is because they just have the energy to handle 65 of the application and the other 1435 applications are still at their office. Half way past 2008

Now, it has been six and a half month passed 2008. The coming 6 month there are events like China Cup, HK Half Marathorn, my weigth lossing and muscle building plan, money making plan, study plan, job changing plan...what else? That's enough? 淺談言論自由(一)

最近香港又出現有關言論自由的爭論。有人話言論自由要有底線；又有人話不涉及行動言論不受限制。但比較少人去論述什麼是言論自由。有見及此、本人便做做工課、好讓自己了解一下言論自由。 筆者打算分三部份去寫、用五篇文章來完成： 回顧 一 . 言論自由與人類歷史 二. 有關言論自由的學說 闡述 三. 借《 美國憲法第一修正案 》闡述言論自由的保障 四. 美國法例對言論自由的限制 總結 五. 香港言論自由的狀況 回顧 言論自由與人類歷史 首先借用 《 衛報 》 的文章(本文最後段英文部份，筆者沒有譯成中文。 若 讀者們有需要 請 親自動手 。 ）作為地圖看看言論自由這個觀念在人類歷史之中的發展 。 文中雖由希臘說起、但個人相信人類對自由 ( 包括言論自由 ) 的期盼和追求應該在人類社會形成時便同時出現。好比物理中的作用力與反作用力是一對。浪漫一點的讀者不妨由關島的情人崖說起。一跳去到中世紀時代英國的大憲章對統治者作出限制、開創保障某君權利的先河。隨知識的增加、科學家哲學家不停地去提出問題、新思想新學說與社會中的固有觀念或統治權威便不停地出現作用力與反作用力的現象。言論自由這個觀念便一步一步 走出來 。 法國大革命 時期頒佈《 人權和公民權宣言 》更肯定了言論自由作為人類一項不可剝奪的權利。《 美國憲法第一修正案 》及《美國權利法案》明確保障了言論自由。之後的討論重點便進入了討論什麼是言論自由。另外一提、《 世界人權宣言 》、《 國際人權法 》、《 公民權利和政治權利國際公約 》等等都是現代社會有關保障人類言論自由常常聽到的東西。 引申思考: 人權(包括言論自由)，公義，在現代社會中是否必定由法治去保障？如是，那麼沒有法治便談不上人權，公義？ Source : https://www.theguardian.com/media/2006/feb/05/religion.news David Smith and Luc Torres (2006, Feb 5 ). “Timeline : a history of freedom of speech” The Guardian.
